Advertising and PRS substantially pre-date the World Wide Web, and PRS is a long- standing matter of user and regulatory concern.6 In 1986 there were sixteen service providers using BT's network.
In 2007 the UK PRS industry was the largest in the world - worth €2billion - when controversy emerged as many votes were shown to be badly administered or fraudulent.8 Further markets were brought inside ICSTIS's remit when 0871 (national calls charged at a local rate) number ranges were passed over from Ofcom: that market size is a further £300m.9 ICSTIS works with media regulator Ofcom to apply its provisions to mobile networks.
The code applies to any company offering PRS in the UK.
The code also includes gen- eral requirements for network providers to assist ICSTIS in its regula- tion of companies offering PRS.
